Ruth: the image was taken the day RG’s coffin was coming out of the Capitol in Washington DC. While the woman looking at the Capitol waits patiently to show respect, the picture of RG in a pin attached behind in her hair seems to indicate how disappointed RG was. RG is not looking at the Capitol because she knows that her last wish will not be respected.
